Background

The American Recovery and Reinvestment Act, also known as the Economic Stimulus Bill or simply the Recovery Act, was signed into law by President Obama on February 17th, 2009. The Recovery Act includes measures to modernize our nation's infrastructure, enhance energy independence, expand educational opportunities, preserve and improve affordable health care, provide tax relief, and protect those in greatest need.

As part of the Recovery Act, transportation infrastructure funds were distributed by formulas set out by federal code. The transportation infrastructure funds were distributed with 60/40 split between States and local governments. Southwest Washington Regional Transportation Council (RTC), as a federally designated Transportation Management Area (metropolitan area with a population over 200,000 people), is charged with selecting local transportation infrastructure projects within Clark County, Washington. The Washington State Department of Transportation (WSDOT) selects State projects within the region. The next section offers a list of highway and transit projects selected for stimulus funding in this region.
