Congestion Management Monitoring |
The RTC Board of Directors adopted the Congestion Management System (CMS) for the Clark County region in May of 1995. The CMS provides information on the performance of the transportation system and helps identify strategies to alleviate congestion and enhance mobility. The intent of the CMS is to protect the region's investment and to improve both the existing and future transportation system. The Congestion Management Monitoring Project will comprehensively document the region's transportation system performance as it relates to the CMS transportation network. Further enhancement of the CMS through new data collection and expanded performance monitoring will provide a better picture of the causes of traffic congestion and identify possible solutions to specific problem areas within our region.
The 1999 Congestion Management Monitoring project will focus on improving transportation system performance information to decision-makers who must identify the most cost-effective strategies for addressing transportation congestion and improving mobility. The primary tasks of this project consist of additional transportation data collection, analysis of transportation system performance, and the preparation of a System Performance Report.
The performance measures to be considered for this study include a corridor congestion ratio, vehicle occupancy, transit frequencies and ridership, park-and-ride lot supply and utilization, and Commute Trip Reduction (CTR) survey summary.
Data Needs and Collection
RTC will investigate the collection of existing data and additional data needed to conduct the Congestion Management Monitoring project. Some of the needed data elements are currently collected by local agencies in the region, such as traffic counts and transit ridership. RTC will be responsible for setting up a process for collecting this data on a regular basis. RTC staff will be responsible for the collection of data not currently being collected by local agencies. RTC will contract with consultants to provide additional traffic counts, vehicle occupancy, and corridor travel time data. Where appropriate, RTC will work with local agencies to establish guidelines for the collection of data and receipt of data used for congestion monitoring.
Data Analysis/System Performance
The transportation data will be analyzed and validated for use in monitoring system performance. The collected data will be applied to measure the performance of the transportation corridors in the CMS network as maintained by RTC. This system performance information will be used to identify system needs and solutions, which will be incorporated in the Metropolitan Transportation Plan. The transportation data will also be used to enhance the regional traffic count program, and improve the regional travel forecasting model.
Data Distribution/Reporting
The collected system data will be distributed to local member agencies and general public for congestion analysis and other transportation efforts. Regional traffic count data will be made available through map object application and the Internet. This transportation data can then be used by local agencies for concurrency analysis and for other transportation related analysis. RTC staff will also produce a System Performance Report. This System Report will provide a look at how the operation of the regional transportation system.
Study Schedule
The study began in February 1999. The data collection and data need portion of the study will occur between February and October, with data analysis and system performance occurring between July and November, and with final data distribution and reporting completed by March 2000.
