I. Welcome and Introductions

James began the meeting and indicated that Jamie would be absent from the meeting. Brian introduced Don Owings, WSDOT Project Engineer, who oversees implementation of projects in Clark County.

II. Community Workshop Results

James provided a summary of the September 13 Community Workshop. Several of the CAC members were in attendance at the Community Workshop, and shared their impressions. Brian also provided a summary of the August 26 Open House at Vancouver Mall. Both the Community Workshop and Open House generated substantial interest and feedback.

III. Future Transportation Alternatives

Cathy briefly discussed the study process with respect to alternative development, evaluation, and refinement. She summarized recent evaluations of alternative concepts by both the TAC and the CAC. On September 20 the TAC had gone through a process of listing the pros and cons of each of the alternative concepts that had been developed, and had recommended which concepts should be advanced and which ones should be eliminated from further consideration. 

Cathy stated that the study team's intention is to refine the advanced concepts and develop comprehensive alternatives and present those comprehensive packages to the CAC in October. The team will further analyze these alternatives with the intent of consulting with the TAC and CAC and determining a preferred alternative in December 2000.

Cathy then presented the results of the TAC's review of the alternatives (pros/cons/recommendations). Copies of the TAC's comments were distributed to the CAC. The CAC's comments regarding the TAC's review, their concerns, and further actions are summarized below.

Alternative A (Local System Improvements) 

  • TAC recommended that this alternative be carried forward as a "baseline" scenario.
  • CAC concurred with this recommendation.

Alternative B (Split Diamond interchange at 18th and 28th/Burton)

  • Will the SB on ramp go under 9th?
  • Assess impacts of alt. on 97th Avenue (between 18th and Mill Plain) and how to address these impacts (i.e. improvements to 97th) -- 97th already has traffic/safety problems.
  • TAC comments don't address issues off of the I-205 mainline… need to consider the arterials.
  • Consider bottleneck on Burton at 86th.
  • Do we need the SB off and NB on at 18th Street?
  • The CAC agreed that this alternative should be considered further.

Alternative C (Diamond interchange at 18th)

  • Should consider a direct connection to 112th Avenue with this alternative.
  • Problem with short distance between freeway interchange and 112th.
  • The CAC agreed that this alternative should be eliminated from further consideration.

Alternative D (Local access improvement around Mill Plain/I-205 interchange)

Alternative E - Mill Plain/I-205 Access Modifications north and south of existing interchange

S1 Option (direct access from I-205 to Chkalov) 
  • The CAC agreed with elimination from further consideration.
S2 Option (direct access from I-205 to SE 5th St) 
  • The CAC agreed with elimination from further consideration.
N1 Option (direct access to 112th) 
  • The CAC agreed with considering this element further.
  • Consistent in theory to what the City is currently studying to address Mill Plain congestion.
N2 Option (NB off/SB on half diamond interchange at 18th)
  • The CAC agreed with elimination from further consideration as a "stand alone" element north of Mill Plain, but could be an initial phase of a more comprehensive strategy (like a split diamond interchange).

V.Next Steps

The CAC will be notified of the next meeting date, location and time. The study team will develop comprehensive alternatives to present at that meeting.

VI.Public Comment

A study area resident expressed concern about operations standards on Mill Plain Road and indicated that he was opposed to relaxing the congestion standards for the Mill Plain corridor. Several members of the CAC informed him of the concurrency process and other opportunities for comment specifically regarding concurrency in the Mill Plain Corridor.

The next CAC meeting is November 29, 2000 from 7:00pm - 9:00pm in the Rose F. Besserman Community Room at the C-TRAN Fisher's Landing Transit Center, 3510 SE 164th Avenue, Vancouver.
